Publication Ethics

The editorial policy of the scientific journal of the Branch of Lomonosov Moscow State University in Dushanbe is based on generally accepted ethical principles of scholarly publishing and follows the ethical standards for editors and publishers established in the Code of Conduct and Best Practice Guidelines for Journal Editors and the Code of Conduct for Journal Publishers developed by the Committee on Publication Ethics (COPE).

In its publishing activities, the Editorial Board is guided by the Constitution of the Republic of Tajikistan, the Civil Code of the Republic of Tajikistan, the Laws of the Republic of Tajikistan “On Periodical Press and Other Mass Media” (March 19, 2013, No. 961), “On Copyright and Related Rights” (November 13, 1998, No. 726), “On Publishing and Printing Activities” (July 23, 2016, No. 1327), other legal acts regulating scientific activities in the Republic of Tajikistan, the Charter of Lomonosov Moscow State University, and the Regulations of the Branch.

The Editorial Board requests that authors adhere to the following principles.

Criteria for Submitted Articles

– Submit only previously unpublished manuscripts;

– Articles must contain exclusively original research results obtained by the author(s);

– Authors guarantee the originality of the research;

– Borrowed materials and statements must be accompanied by proper citation of the author and original source;

– Improper borrowing, plagiarism, and excessive self-citation are prohibited;

– Manuscripts must contain all references required under copyright legislation;

– Authors are responsible for obtaining all necessary permissions for the use of results, facts, and other borrowed materials for which they do not hold copyright;

– Only researchers who have made a significant intellectual contribution to the study should be listed as authors;

– At the time of submission, all authors are presumed to agree to publication and to the order in which authors are listed;

– The reference list must include only sources actually used in the research and cited within the text;

– Research data must be obtained from authoritative and official sources, with mandatory citation in the article;

– Information on research funding sources (research projects, grants, departmental research programs, etc.) must be provided;

– Articles must comply with the journal’s submission requirements.

Principles of Peer Review

– Manuscripts are reviewed according to the double-blind peer-review principle: authors do not know the reviewers’ identities, and reviewers do not know the authors’ identities;

– Each manuscript is treated as a confidential document. Reviewers are prohibited from distributing or publishing any materials received for review, including for open-review purposes or personal use;

– The purpose of peer review is to provide an independent expert opinion regarding the reliability, novelty, and significance of the research findings;

– The subject of review is the research result itself. Expert evaluation must be impartial. Differences in scientific views between author and reviewer may serve as grounds for scholarly discussion but cannot, by themselves, justify rejection of a manuscript;

– A manuscript rejected a second time by reviewer(s) is withdrawn from further consideration and will not be published;

– A manuscript is considered accepted for publication only upon receipt of a positive review and approval by the Editorial Board;

– The order of publication is determined according to the date on which the final version of the manuscript is received.

Violations and Responsibility

– If a violation of publication ethics by an author is identified during manuscript review, it may constitute sufficient grounds for rejection;

– Violations of publication ethics by a reviewer or editor may result in termination of cooperation with the journal;

– Violations discovered after publication are subject to thorough examination in accordance with procedures recommended by the Editorial Board;

– Minor violations may be corrected through the publication of official clarifications;

– Serious violations result in the retraction of the article, with notification published in the journal and on its website;

– A violation of publication ethics may be established only with the participation of all parties involved in the dispute;

– Until such a determination is made, the case shall be regarded as a suspected violation; – All such cases are subject to mandatory consideration by the Editorial Board.
